2024 General Assembly meeting
The next ordinary meeting of the General Assembly will be held at the bcc Berlin, Alexanderstrasse 11, D-10178 Berlin from 14 to 16 May 2024.
Just like its last two editions, next year’s General Assembly meeting will again be held in a hybrid format with both onsite and online attendance. Items on the agenda include the election of the new GEMA Supervisory Board and other important GEMA bodies. The bcc will also see the return of our popular GEMA members’ party, which will be held on the evening of the first meeting day. In addition, the event will provide some new opportunities for learning and networking, such as an expo area for GEMA online tools, interaction spaces and one-on-one meetings with members of the GEMA staff. We look forward to seeing and interacting with you there!

How to participate and contribute
Just like last year, you can participate on site or take part digitally via live stream, online voting, video messages and written contributions. Please note: to participate via representation by proxy and for digital attendance, you need to register online beforehand and prior to the deadlines provided below.
From 10 April you will find the link to online registration here.
Please register online between 10 April and 10 May 2024. To do this, you need the personal password from your invitation and your membership number. Registering is voluntary; it does, however, make our planning much easier.
Access with registration
To gain access and to take part on the day of the event you need the QR code from the final confirmation email for the registration (printed or digital version) and a valid identification document (e.g. ID card). You will receive the email following your registration.
Access without registration
Access and participation on site are also possible without registering up front. To do this, you need your personal password from the invitation and your membership number.
Spoken contributions and voting
You can also log in to the event system using your password from your invitation and your membership number. This is where you register requests to contribute and speak to the assembly, and where the live voting takes place. The link to the event system is published on this page on the event day.
Registration (mandatory)
Please register online between 10 April and 10 May 2024. To do this, you need the personal password from your invitation and your membership number. Without prior online registration it is not possible to participate digitally.
Login for a digital participation
To take part in the assembly days, you require a login at the times provided below. The link to the login is published on this page on the assembly days.
You require your membership number and the personal password from the invitation or from the message stored in the online portal mailbox. Please keep this data to hand at any time during the event.
Login for associate members on Tuesday, 14 May:
- from 1.30pm for the personal discussions including the election and by-election of delegates in separate meetings of the professional categories
- from 4.30pm for the hybrid assembly of the associate members
- Wednesday, 15 May: from 9am for the professional category meetings of full members and delegates
- Thursday, 16 May: from 9am for the main assembly of full members and delegates
A requirement is that the representative registers via the online registration system of GEMA between 10 April and 10 May 2024 for participation in the General Assembly.
Important: Representatives must register online themselves
Please inform your representative about this and provide them with the password for representation from your invitation, your membership number and the link to the online registration system so they can register. The link to the login is published on this page from 10 April. Please note that the registration can only be done by the representative themselves.
After you have registered, you will get an email notification for your registration. If your representation is not permissible (e.g. because there is a conflict of interest), GEMA is going to inform you about this in good time. You can then provide your access data within the deadline to another representative to register. Following your registration, you will receive a final confirmation email.
Who can participate as a representative in the assembly?
A full creator member can be represented by another full member of their own professional category, a family member or another person in a position of trust.
Representation is not admissible if a conflict of interest is likely to be linked to the representative. Such conflict of interests can usually be assumed when it comes to an authorisation of
- full members of other professional categories,
- associate members,
- users (e.g. event organisers, producers of sound recordings, broadcasters) or persons who have economic ties with this group (i.e. their staff),
- persons who represent the interests of users or members of other professional categories.
How many members can be represented by a person acting as a proxy?
A representative can attend on behalf of a maximum of ten full members.
The representative is bound by instructions, i.e. they must vote in line with the instructions given by the members they represent. Registering a representative is only valid for one General Assembly and is irrevocable.
Access and login on the event day
To gain access on the event day, your representative requires
- the QR code from the mail confirming the representation by proxy (printed or digital version) and
- a valid identification document (e.g. ID card).
For the login in the event system for spoken contributions and live voting, your representative requires the following, if they are a GEMA member:
- the personal password from your invitation and
- their (own) membership number;
- the password chosen during the registration process and
- their (own) email address.
Who can represent a publisher in the assembly?
A full publisher member can be represented, for example, by a person working in the publisher or by another full publisher member. In the latter case, please note that such natural persons who participate for the authorised full publisher member in the assembly need to register in the online registration system as representatives. Please consult with the publisher you authorised and their representative regarding this aspect.
Representation is not admissible if a conflict of interest is likely to be linked to the representative. Such conflict of interests can usually be assumed when it comes to an authorisation of
- full members of other professional categories,
- associate members,

Who can represent a publisher in the assembly?
Associate music publishers can only participate via one representative.
A representative can exercise the voting right for a maximum of five publishers. This applies both for participating on site and for participation in the event digitally.
The following persons can sign up via the online registration system as representatives:
- In the case of music publishers, whose owners are sole traders, they can register themselves.
- In the case of music publishers that are companies or associations, a representative appointed by constitution or by the articles of association may register.
If these persons are legally or actually prevented from exercising their voting rights, a person listed in the commercial register or an authorised representative within the meaning of Section 54 HGB (German Commercial Code) may also register. Said representative must be permanently employed in the music publishing house in a publishing or commercial capacity.
If a member belonging to the professional category of composers or lyricists is also a representative appointed by constitution or by the articles of association of a music publisher, this member may only exercise their member rights in one professional category.
If, in the case of a music publisher organised as a company or association, only joint representation is permissible, the voting right shall be exercised by one of the joint representatives; the other representatives shall only have the right to participate. If a publisher as a sole trader runs several music publishers, they only have one voting right.

Invitations, agenda and transparency report
You will receive your invitation to the General Assembly meeting at least six weeks prior to the date of the meeting – either through the GEMA Online Portal, or together with the virtuos magazine, or by letter. This depends on whether and how you have already signed up to our Online Portal.
The agenda for the General Assembly meeting and the transparency report we are required to publish under the German Collecting Societies Act (Verwertungsgesellschaftengesetz – VGG) will be available for download here from 9 April 2024 onwards.
What do you need to do to receive the invitation to the 2024 General Assembly meeting in digital format?
If you are a creator, you will receive your invitation automatically in digital format in your mailbox on our Online Portal. You will receive a notification at the correspondence email address you provided, informing you that the invitation for you has been received.
Creators have their own personal access to the GEMA Online Portal. They set up a login email address for themselves which is at the same time automatically set up as their correspondence email address. Users can change their login/correspondence email themselves directly on our Online Portal.
They can also use administration features under My Portal Access Rights to grant corresponding access rights for the correspondence email address.
Note: The invitation to the General Assembly meeting will always be sent to the Portal user authorised to conduct correspondence.
If you have not granted authorisation to this effect for the correspondence email address, you will receive the invitation in your own mailbox on the Online Portal.
Set up an administrator authorisation. Choose a person working at your publishing company who will be granted administrator authorisation to manage access rights on the Online Portal.
If you grant more than one administrator authorisation, all persons thus authorised will receive the invitation to the General Assembly meeting. This also applies to publishing organisations you administer and for whom you have set up their own administrator authorisations.
Note: All authorised administrators receive the digital invitation to the 2024 General Assembly meeting in their personal mailbox on our Online Portal.
Therefore, please decide in due time who will register for the General Assembly meeting.
For publishing organisations only: How to grant administrator authorisation
Open the activation request form for online services
Tick the appropriate box on page 3 to grant administrator authorisation shown in the screenshot.
Return the form with your personal signature to mitgliederservice@gema.de.
If you are a publishing organisation administering other publishing organisations, please remember to tick this box shown in the screenshot.
You can also exclude individual publishing organisations from the authorisation using the text field. If these administered publishing organisations are to receive the invitation to the General Assembly meeting directly, they have to appoint their own administrator.
If no administrator has been appointed for a publishing organisation, it will receive the invitation to the 2024 General Assembly by post.

That was GEMA's 2023 General Assembly
The hybrid General Assembly (AGM) of GEMA members took place between 9 and 11 May 2023. Key resolutions by the members affect online music usage and a new concept for cultural promotion in the online growth market with which GEMA intends to strengthen creatives.

What’s happening where and when?
Membership party
The membership party, during which the Fred Jay Award will be presented, takes place on 9 May 2023 from 7pm in the Löwenbräukeller am Stiglmaierplatz, Nymphenburger Str. 2 in Munich.
If you want to attend at the membership party, you needed to register online beforehand via the registration system for the General Assembly in the registration period between 5 April 2023 and 5 May 2023.
The personal declarations of the Supervisory Board and Executive Board to be submitted pursuant to §§ 21, 22 VGG [Collecting Societies' Act] are available for inspection upon request.
2023 General Assembly
GEMA is holding its next General Assembly between 9 and 11 May 2023 in the Westin Grand, Arabellastrasse 6, 81925 Munich.
Registration has been closed since 06.05, 0:00am (midnight).
Personal participation on site is also possible for creators without registration. You will soon find the link to log in to the hybrid event system here.
Event dates
Delegates of the associate members may also participate in the meetings of the full members. In the case of delegates no longer holding their office, by-elections of delegates will be held in the course of the assembly of the associate members. Delegates thus elected may also participate in the meetings of the full members. More details on the by-election of the delegates and how you can stand for election, are available in the run up to the General Assembly here.

Election of the Election Committee
The members of the Election Committee will be newly elected at the General Assembly 2023.
By-election of Delegates for the General Assemblies 2023-2024
Since some of the Delegates elected in the course of the General Assembly 2021 have left office, e.g. due to the fact that they became full members etc., a by-election of delegates is going to take place in the course of the meeting of the associate members on 9 May 2023.
