Rating Procedure

Cultural obligation of the collecting societies

Pursuant to Distribution plan A Art. 1 item 4, 10% of the distributable amount for performing and broadcasting rights are allocated to social and cultural purposes.

The GEMA rating procedure has been created to help fulfil the cultural purpose. The prerequisites to qualify for the rating procedure as well as the calculation of the various ratings are governed by the relevant internal procedural rules:

  • Rating procedure for light and dance music.  Professional categories: Composers, lyricists, publishers
  • Rating procedures for composers of the serious music category (E)
  • Rating procedures for lyricists of the serious music category (E)
  • Rating procedures for publishers of the serious music category (E)

For special arrangers who arrange protected works on behalf of producers of sound recordings or broadcasters and are not receiving a share in the licence fees pursuant to the distribution plan, the assessment procedure of arrangers has
been implemented. Prerequisites for being considered for the assessment procedure can be found in the internal procedural rules.
